1. Introduction, apologies and substitutions
No apologies had been received.
The Chair welcomed Members of the Scottish Parliament, who were observing from the public gallery.
2. New petitions
2.1P-04-437 Opposing compulsory registration for home educating children
The Committee considered this petition for the first time and agreed to write to the Minister for Education and Skills seeking his views and highlighting the petitioners’ particular concerns.
2.2P-04-438 Shopping Access
The Committee considered this petition for the first time and agreed to:
Write to the Minister for Local Government and Communities to seek his views;
Write to the Chief Executive of the Welsh Local Government Association to ask whether local authorities adhere to Department for Transport guidance on accessible parking.
3. Updates to previous petitions
3.1P-04-425: Team Wales
The Committee considered correspondence from the First Minister in relation to this petition and agreed to close the petition in light of this response, which states that there would need to be a constitutional change for the International Olympic Committee to consider a separate Welsh team.
3.2P-03-294 Wales Women's National Coalition
Joyce Watson declared an interest in that she used to manage the Wales Women’s National Coalition.
In light of correspondence previously received from the Minister and no response being forthcoming from the petitioner, the Committee agreed to close the petition.
3.3P-04-345 Rail and Bus Links between Aberystwyth and Carmarthen
The Committee agreed to group the two petitions received on this subject, and to await the Minister’s response on the most recent petition.
3.4P-04-409 Welsh names for new trunk roads in Wales
The Committee considered correspondence in relation to this petition.
The Chair, William Powell, declared an interest in being involved in promoting the renaming of a section of the A470 as the Royal Welsh Way.
The Committee agreed to formally seek the petitioner’s views on the ministerial correspondence.
3.5P-04-390 Designate Penrhos Holyhead Nature reserve (coastal park) a National reserve
The Committee considered correspondence in relation to this issue and agreed to:
Write to the Countryside Council for Wales in order to highlight the petitioners’ concerns and seek advice on whether there are other avenues that the petitioners could follow to achieve protection for the area;
Write to Isle of Anglesey County Council to highlight the petitioners’ concerns.
3.6P-04-349 Welsh-medium Provision - Caerphilly
The Committee agreed to close the petition.
3.7P-03-236 The Charter for Grandchildren
The Committee considered correspondence in relation to this petition and agreed to write to the Health and Social Care Committee to ask whether it would consider the issues raised by the petition, and to request that the petitioners are included in any consultation on the Social Services Bill.
3.8P-04-366 Closure of Aberystwyth Day Centre
The Committee considered correspondence in relation to this petition and agreed to write to Ceredigion County Council to ask for details of the externally validated review that will be held, and to raise other points raised by the petitioners.
3.9P-04-375 Stop Opt-Out Organ Donation
The petition agreed to close the petition.
The Committee adjourned between 10.03 a.m. and 10.27 a.m.

The Minister answered questions from the Committee on the National Cancer Standards, the Cancer Delivery Plan and patient experience.
